OPPO is looking for an energetic, organized, and people-focused Community-Based Services (CBS) Manager to lead our growing programs serving individuals with disabilities.
This isn't a sit-behind-a-desk-all-day management position. We're looking for someone who understands that great leadership means being actively involved with employees, clients, and the day-to-day operations of the programs.
Our team of Direct Support Professionals (DSPs) helps individuals with IDD and other disabilities develop life skills, build friendships, increase independence, and participate meaningfully in their communities.
The CBS Manager oversees:
Afterschool Program
Day Program, including community-based, non-facility services
Summer Program
Social Skills Programs
Your responsibility is to ensure these programs are well-managed, financially responsible, compliant, and consistently delivering the safe, happy, healthy OPPOrtunities our clients deserve.
This is an in-person leadership position and is not remote.
You'll oversee the employees providing Community-Based Services and take an active role in building a dependable, engaged, and accountable team.
Responsibilities include:
Recruiting, interviewing, hiring, and onboarding employees
Coaching, mentoring, and developing DSPs and other program employees
Managing employee performance, including corrective action when necessary
Supporting employee engagement and retention
Matching DSPs with clients based on individual needs, personalities, abilities, and program compatibility
Establishing clear expectations and holding employees accountable for results

Community-based disability services require coordination, flexibility, and attention to detail.
You'll oversee daily program operations, including:
Employee scheduling and staffing coverage
Client attendance and service coordination
Payroll review and approval
Transportation and vehicle oversight
Program activities, facilities, and logistics
Billing accuracy and service documentation
Emergency response and problem-solving
Compliance with applicable state regulations and service requirements
Strong programs require both compassionate leadership and effective business management.
You'll be accountable for:
Department budgets and financial performance
Service utilization and billed units
Payroll and staffing cost management
Accurate attendance, documentation, and billing
Monthly departmental reporting
Quarterly Support Coordinator reporting
Incident reporting and required state submissions
Regulatory and program compliance
Program quality and operational efficiency
Stakeholder communication and satisfaction

Have experience working with individuals with intellectual and developmental disabilities (IDD), acquired brain injuries (ABI), or similar support needs
Enjoy leading, coaching, and developing employees

Understand the importance of person-centered services, dignity, independence, and community inclusion
Are comfortable being measured by results and meeting or exceeding performance expectations
Can balance the human side of disability services with the operational and financial responsibilities of managing a department
Experience working with individuals with intellectual and developmental disabilities (IDD), acquired brain injuries (ABI), or other disabilities
Supervisory or management experience, preferably in human services, disability services, or community-based programs
Strong leadership, organizational, communication, and problem-solving skills
Ability to manage employees, coordinate programs, and maintain operational accountability
Experience with scheduling, payroll, budgets, or other operational responsibilities
Proficiency, or the ability to quickly become proficient, with Google Workspace, Microsoft Office, and web-based management systems
Ability to work independently, prioritize competing responsibilities, and make sound decisions
Experience working with Utah's Division of Services for People with Disabilities (DSPD), including an understanding of service delivery, documentation, compliance, and reporting requirements
Experience managing programs serving individuals with IDD or ABI
Experience supervising Direct Support Professionals (DSPs) or similar frontline employees
Familiarity with Medicaid-funded community-based services and person-centered service delivery
Bachelor's degree in human services, social work, psychology, business management, or a related field
